Discussion paper: UK action to support countries to avert, minimise and address the risk of loss and damage from climate change

Under the UK’s presidency of the 26th UN Climate Change Conference of the Parties (COP26) and working towards to COP27, we aim to collaborate to urgently increase action to avert, minimise and address loss and damage. The UK has prepared this discussion paper to enable further dialogue and action on this crucial climate change issue and builds on our practical experience.

This is a discussion paper and does not constitute a formal UK policy position on loss and damage, nor part of any negotiation position. It sets out the importance of the issue and the challenges of defining appropriate action. It provides an overview of relevant action the UK has invested in and a summary of lessons learnt. It concludes by setting out proposed areas for action to strengthen efforts on loss and damage, and demonstrates our commitment to taking this forward under our COP Presidency.
